其中，全国人大代表庹庆明建议，犬只伤人的刑事责任应用具体的法律条文写入刑法修正案；全国政协委员刘木华建议，建立宠物饲养征信和积分制度与电子档案管理系统，把宠物伤人等行为录入电子档案，同时完善宠物保护制度，监督饲主承担责任，不得遗弃、虐待宠物等。
此外，张青松称，要确保人民币现金法定货币地位，依法坚决查处、整治个别商户拒收现金行为。人民银行还会增加小面额货币供应，要求各商业银行提供“零钱包”等服务，综合施策，优化现金作为一种支付手段的环境，惠及包括老年群体在内的所有消费者。
