加大对不文明养宠物和虐待宠物行为的执法和惩罚力度。开展规范养宠和保护动物的宣教、培训，提高养宠物人的自律、责任和保护意识。提高不养宠物的人对各类宠物的了解，减少被误伤的几率，并监督饲主承担责任，不得放任、遗弃和虐待宠物。
